Under section 45 of the Domestic Animal Act 1994 it is an offence to run a domestic animal business that is not registered. All domestic animal businesses must apply for registration with the Strathbogie Shire Council and comply with the mandatory Victorian Government Domestic Animal Business Code of Practices.
Domestic Animal businesses (DAB) include:
- Cat and dogs breeding businesses
- Rearing premises
- Boarding establishments such as overnight, doggy daycare and pet sitting.
- Training facilities for dogs
- Pet shops
- Animal shelters
- Council pound
If you own 1 or 2 fertile female dogs or cats to breed and sell, then you are classed as a microbreeder and do not have to register as a DAB. If you have 3 and 10 female dogs or cats and breed to sell, then you are classified as a DAB and so must register. If you have between 11 and 50 fertile female dogs or cats, then you must be registered as a DAB with Strathbogie Shire Council and then must additionally apply to the Minister of Agriculture to obtain a commercial breeder approval.
Exceptions only include Guide Dogs Victoria, Vision Australia seeing eye dogs and holders of scientific procedure licenses.
Domestic animal business registration:
All domestic animal businesses in Strathbogie Shire are required to register annually. An authorised officer from the council will conduct an inspection of the facilities prior to approval and may be reinspected annually to ensure requirements are continually met. Registration can be denied if the DAB fails to comply with legislation and codes of practice.
Registration is for 12 months and is renewed on the 10 April each year.

Inspection of premises:
A council officer will contact the applicant to arrange a suitable time to inspect the premises where the DAB will be conducted. This inspection is to ensure the applicant is compliant with all relevant legislation, codes of practices and local laws.
The applicant should have the following available ready for the officers prior to the inspection
- Details of experience and training of all staff
- Written agreement with veterinarian who will be on call for the treatment of the animals
- Emergency management plan
- Procedures manual or details
- Waste management plan
- Ensure all dogs on premises are registered with the Strathbogie Shire Council.
